  • ✔ Execute an investigative plan

  • ✔ Identify and apply relevant discrimination theories (e.g., disparate treatment, disparate impact, harassment, retaliation, disability discrimination)

  • ✔ Select appropriate models of proof

  • ✔ Conduct interviews with complainants, respondents, and witnesses

  • ✔ Collect and assess documentary and electronic evidence

  • ✔ Handle sensitive medical information and personnel records securely

  • ✔ Prepare a legally sufficient, factual, and unbiased ROI following EEOC standards

  6. Rights to request an EEOC hearing or a Final Agency Decision (FAD)

  7. Investigator remains neutral, decision-making rests with another official
